In brief: On the Hel Peninsula, there are two official dog beaches in the Jastarnia municipality: in Kuźnica at entrance 31 (DW216) and in Jurata at entrance 55 (Mickiewicza 1 Street). From May 1st to September 30th, dogs are prohibited on other beaches in the municipality, and violating the regulations can result in a fine of up to PLN 500. Can I take my dog to the beach on the Baltic Sea?

The good news is that the peninsula takes dog owners seriously and has officially designated, year-round dog beaches. The bad news, if you arrive in July and walk onto a guarded beach with a dog, you may be fined. So it is worth knowing a few simple rules before you pack the bowl and the leash.

When can I take my dog to the beach in Jastarnia municipality?

In Jastarnia municipality a seasonal ban on dogs applies at most guarded beaches and bathing areas from 1 May to 30 September. Outside that window, from 1 October to 30 April, the ban does not apply and a dog may go onto the beach beyond the designated spots too. The leash requirement off your property remains all year.

The exception to the seasonal ban is the marked dog beaches, open all year. These are where you can legally spend a summer day by the water with a dog. In peak season that means you do not pick any beach, but head for one of the two designated entrances described below.

Is there a dog beach in Hel (town)?

In the town of Hel itself, there isn't one central dog beach as well-marked as in the Jastarnia municipality. The rules stem from local bathing area regulations. The most reliable choice for longer beach stays with a dog remains the official dog beaches in Kuźnica and Jurata.

National listings of dog-friendly beaches mention the Hel Peninsula with the addition of Kuźnica and Jastarnia/Jurata, suggesting that these sections are formally designated as dog beaches on the spit. On most Baltic beaches during the season, dogs are prohibited, especially in guarded bathing areas, and exceptions are clearly marked with signs. Can I get a fine for a dog on the beach?

Importantly, according to the case law of administrative courts and the position of the Ombudsman, a municipality cannot impose a total, absolute ban on dogs on beaches, but it can regulate the rules, for example by seasonally closing guarded bathing areas and requiring a leash and clean-up.

Does a dog on the beach have to be on a leash?

Jastarnia municipality rules require a dog to be on a leash everywhere off your own property, which includes the walk to and from the dog beach. Dogs of breeds considered aggressive should also wear a muzzle. On the area marked as a dog beach you can usually let a dog off the leash, provided it poses no threat to people or other animals.

Marked guide dogs and assistance dogs for people with disabilities are exempt from the leash and muzzle requirement. Whatever the sign allows, it is the owner who answers for the animal's behaviour towards other beachgoers and dogs. In summer remember a mundane point too: hot sand can burn paw pads, so plan walks for the morning and late afternoon.

How to ensure the safety of your dog on a Baltic beach?

Legality is one thing, the comfort of your dog and of other beachgoers another. By the Baltic a few simple things matter. Bring your own drinking water and a folding bowl, because salt water will not quench thirst and a dog will happily lap it. Provide shade, for example an umbrella or a blanket under the pines, because hot sand and full sun tire an animal quickly. After a sea swim, rinse the dog of salt and sand, which protects the skin and paws.

On a dog beach where dogs run free, reading the situation is key. Not every dog wants to play, and not every owner controls their animal, so watch the body language and simply move a little further away if there is tension. Always clean up after your pet, even on a dune path, because this is the most common cause of conflicts and complaints that lead to tighter rules. The better owners behave, the greater the chance that dog beaches stay and that there are more of them.

How to plan a week-long trip to Hel with a dog?

The calmest approach combines three things: good accommodation, easy access to the dog beaches and the right time in the calendar. Choose year-round accommodation with a pet-friendly filter. Plan your beach time at the designated dog beaches in Kuznica (entrance 31) and Jurata (entrance 55). The best time for a trip with a dog is outside the peak, and the calendar of the least crowded months helps you pick the calmest dates. From October to April the beaches are open to dogs without limits, it is empty, and the cooler sand is safer for paws. May and September are comfortable too, because the seasonal ban applies to guarded beaches while the designated dog beaches work all year.
